The barrier
Compulsory certification is not a formality here. It is the thing that stops the cargo.
Brazil lists objects that may not be manufactured, imported, distributed or sold without certification and registration. The list is public, it is long, and it changes.
The agency's own consultation portal carries 76 objects with compulsory registration. Each one has its own ordinance, its own technical requirement and its own public base of who holds a registration for it. None of that is secret. It is simply written in Portuguese, in legal language, across hundreds of documents that nobody outside the country has a reason to track.
Three things manufacturers get wrong
Each of these has cost somebody a shipment.
Assuming a foreign certificate carries over
It does not. On the ordinance governing pressure vessels, the agency's own frequently asked questions page states it in one line:
“Certificações estrangeiras não são aceitas pela Portaria Inmetro nº 120, de 2021.”INMETRO
Assuming a component is outside the rule
Equipment coupled into a larger machine is frequently inside it. An August 2025 amendment to the pressure vessel rule made the point explicitly, by writing coupled vessels into the scope and barring commercialisation without the vessel itself certified and registered.
Assuming there is a transition period
Sometimes there is eighteen months. Sometimes the rule is in force on publication with no transition at all, which is what that same 2025 amendment did.
A worked example
A rule that changed in August 2025, and what it reached.
Ordinance 531 of 2025, published on 28 August 2025, amended the compulsory certification rule for boilers and serial-production pressure vessels. Two of its changes matter to anyone selling machinery into Brazil.
The first widened the scope so that a vessel coupled to a machine is covered on its own account, rather than disappearing into the machine it is part of. The second barred commercialisation of such a machine unless the vessel itself is certified and registered.
So a compressor, an autoclave, a bakery proofer or a laboratory sterilizer can be a perfectly good machine and still be unsellable here because of one component inside it, one that its manufacturer may not think of as a product at all.
The rule entered into force on publication. There was no transition period.

What the public data shows for this object.
We downloaded the complete registration base for boilers and pressure vessels and counted it. Two thousand four hundred and sixteen active registrations sit behind sixty-two holders. Brazil is the dominant declared origin, China is the largest foreign one, and Germany and the United States together account for fourteen lines.
We are not going to tell you what that means for your company, because we do not know your company. We will say what it does not mean: a small number of holders is not proof of an opportunity, and absence from a base is not proof of anything at all until the whole base and the whole rule have been read. We have been wrong about that before and we would rather say so here than demonstrate it on your project.
Other regulators, same logic
ANATEL homologates anything that transmits or receives radio, which today includes a great deal of industrial equipment that nobody thinks of as a telecommunications product. The applicant for homologation must be resident in Brazil or a legal entity constituted under Brazilian law, and the holder is responsible for keeping the homologation current, for reporting product modifications, and for ensuring that what is sold matches what was evaluated.
ANVISA registers health products, and a foreign manufacturer reaches that register through a Brazilian holder rather than in its own name.
The consumer statute of 1990 sits underneath all of it and does not care which agency was involved. It puts the importer on the hook for defect damages regardless of fault, it requires information in Portuguese, and it obliges a supplier who learns of a hazard after market entry to tell the authorities and the public.
